Կատար, արտաքին քաղաքականություն, փափուկ ուժ, ճգնաժամ, անվտանգային համակարգ, ածխաջրածնային ռեսուրսներ##article.abstract##
1990-ականներին միջազգային գործընթացներն ու տարածաշրջանային զարգացումները նոր հնարավորություններ ստեղծեցին Կատարի համար՝ ինտեգրվելու գլոբալ աշխարհում և հաղթահարելու տարածքային ու ժողովրդագրական ռեսուրսներով պայմանավորված սահմանափակումները։
Վերջին տարիներին ածխաջրածնային ռեսուրսների և որդեգրած ճկուն քաղաքականության շնորհիվ Կատարը հայտնվել է տարածաշրջանային փոփոխությունների կիզակետում։ Հոդվածի նպատակն է քննարկել Կատարի ժամանակակից արտաքին քաղաքականության ձևավորման նախադրյալները, նպատակներն ու սկզբունքները, ինչպես նաև` հիմնական մեթոդներն ու գործիքները, որոնց միջոցով երկիրը դարձել է տարածաշրջանի առանցքային դերակատարներից մեկը և վերածվել կարևոր առևտրատնտեսական հանգույց։
