Եվրոպական Միության արձագանքը «Արաբական գարնանը»
Abstract
1995 թ. Եվրոպական Միության (ԵՄ) և Միջերկրական ծովի ավազանի երկրների միջև սկսվեց Բարսելոնյան գործընթացը, որի հիմքում ընկած է քաղաքական, տնտեսական և սոցիալ-մշակութային համագործակցությունը: Բարսելոնյան գործընթացը տարածաշրջանում միակ ֆորումն է, որտեղ եվրա-միջերկրական գործընկերները կարող են քաղաքական, տնտեսական և մշակութային երկխոսության մեջ մտնել: Սակայն 2010 թ. Թունիսի հեղափոխությունից ի վեր` Մերձավոր Արևելքի և Հս. Աֆրիկայի քաղաքական իրավիճակի կտրուկ փոփոխությունն ու այսպես կոչված «Արաբական գարունը» մարտահրավերներ նետեցին համաշխարհային հանրությանը, այդ թվում նաև ԵՄ-ին:
Սույն հոդվածում մենք կանդրադառնանք Բարսելոնյան գործընթացին և Միջերկրական միությանը, դրանց համագործակցության ձևաչափերին մինչև այսպես կոչված «Արաբական գարնան» իրադարձությունները: Կվերլուծենք «Արաբական գարնանը» անմիջապես հաջորդած ԵՄ-ն քաղաքականության փոփոխությունները՝ ցույց տալով համագործակցության նոր միտումները՝ տնտեսական համագործակցության պայմանավորվածությունը այդ երկրների ներքաղաքական անցումային իրադարձություններով:
